Probably true. That still does not make it right. Nor a reason to keep on doing it. Prisoners should not be demonized to such an extent that they are denied health care, be it mental or other.

Prisoners are wards of the state. It is the duty of the state to care for its wards. If a prisoner has mental health problems the state must provide proper health care. It is unconscionable to just lock up people with mental health problems
