It is unclear to me if this only impacts developer URLs (are those a different thing?), or if all user created short URLs will stop working too. If it's the latter, then a lot of links on the old web will break, and that will be so sad

Yes, yes it is. I personally have just started to torrent stuff even if it is on the streaming services I am a subscriber to because the quality is just so much better even though both are called 1080p.

In my experience telnet (also nc) is installed by default on most GNU/Linux distributions. But not on Windows or Mac.
