Not always! If the suspect doesn't stay on scene and the victim goes to the hospital but declines to prosecute, which MOST people do in NYC, like magic, there is no crime committed. You have to love all the misguided stats from everyon

Being "uncomfortable" does not convey a crime. Misdemeanors or felonies only. Jumping turnstiles and fare evasion were always a collar. Now it's just a ticket (violation).
