I think it's also because they got lots of experience testing for SARS and H1N1. I lived in Taiwan in 2012 and all airline passengers had to go through a temperature check. This was the only country doing this at the time.

I think this is a great idea. I also think it was pretty horrible to prevent shipments of non-essential items from 3rd-party sellers (we can still purchase these items now, but sellers can no longer ship these items to amazon FBA warehouses
