This definition has too much room for subjectivity. It needs objective criteria. Or maybe WHO might need to have a numerical metric that says high large the impact of a virus or its associated disease is, just like the earthquake magnitude.

I think the point is that the cost should not be the main motivator. I would agree that there needs to be other differentiators in addition to cost, which could provide sufficient moat against other competitors, big or small.

Yep. I still have a Windows machine for banking and gov websites in SK. Things got much better lately thanks to mobile apps and relaxed regulations, but I see Windows-dependency is still strong on some websites.
