Mountain View only adopted rent control very recently, and only for apartments that existed before 1995. Not sure if anyone pointed this out, but this problem of labor mobility exists for all of those who own their home as well.

Yes and moreover, engineers are expected to have an upward trajectory until they reach senior level. Edit: I'm not sure what happens these days if someone doesn't get promoted in a timely manner.
