They aren't mutually exclusive, are they? It doesn't say only plays on desktop, just that the best experience is on desktop. For what it's worth, it played just fine on my phone, once fully loaded.

I can't speak for the parent poster but here in Sweden it required a ruling by the Supreme Court to determine that dash cams should be legal. Until then the footage was inadmissible as evidence, as far as I'm aware, because it was
