Store brands today do have deliberately bland packaging, in part so that you will be put off by it and buy a more expensive brand if you can afford it. Given this behavior I don't think bland packaging will ever dominate.

This is not a randomized trial. They cite work based on arbitrary school year cutoff dates, but parents do take action based on those dates, e.g. by holding their kids back one year or choosing a different school with different cutoff dates
