If you want to rely on backups, you have to test them periodically and not overwrite older ones with newer ones. It sounds like the backups had probably never worked, or there was some necessary component that was not backed up.

Running specs/tests involves reloading the environment for most people. Spring is surprisingly good for this, but you can still run into weirdness where spring needs to be reloaded due to some sort of state issue.

It's just conventional. If a PUT fails, you (and others) know you can safely retry it multiple times without having to worry about it having any other effects, like duplicate rows. The concept is called idempotence.
