One complicating factor: the repayment on this investment could very well be collected by another government, should said citizen leave. A similar problem to that of businesses financing education of their current or prospective staff.

NZ has a similar problem with urchin ("Kina", in NZ) barrens. The urchins in NZ urchin barrens, as in CA, are malnourished and are subsequently difficult and unproductive to eat as they contain very little actual meat.
