IIRC you can run wine on cygwin, so I wouldn't be terribly surprised if wine on WSL worked.

Illumos is the name of the kernel, that they all use. OmniOS is discontinued I believe. So that leaves SmartOS (that's basically a hypervisor server, with actual applications handled in zones/containers/vms), or OpenIndianna,

It's a good GNUism though, that I also wish the BSDs supported. No-one's saying that the BSDs should start supporting GNU style --long-options or switch to info instead of man, but friendlier help messages are always a nice thing
