As I understand, they're acting as an agent of the government, it's a private company. So, the 4th amendment protecting against unreasonable searches _by the government_ does not apply.

I like the ideas of the article. An abstraction over IO and being able to distinguish between inherently serial operations and parallel ones on a different level are good ideas. I do not think this article exemplifies these benefits. Instea

I think you may have gone to the wrong address. The second link in the article is the most recent implementation (using a virtual DOM) http://evancz.github.io/elm-todomvc/
