Sounds like you're saying the problem is poverty. That is also what PG is saying. If you want to increase the opportunities for the population as a whole, attacking the income of the rich is not obviously a good solution.

Those are streams on views on the map. My complaint is that a reader seeing "maps don't support streams" with no further explanation is unlikely to get the correct idea, and may infer that something like map.entrySet().st

That's assuming that poor people attend university at the same rate as wealthy people, which is not and will never be true, even if fees are abolished, as poor people can't afford to postpone full-time work for 4 years.

The same can be said of almost anything that young adults do. Entering the working world is certainly a maturing experience, and I don't necessarily believe that 4 years of higher education is better in that than 4 years of labour.
