Not in the Enterprise WiFi space they haven’t, it’s ubiquitous there. Though that tends to be over trusted networks or Radsec if you’re doing it right.

Mythic Beasts have been offering v6 only for years on their virtual and dedicated hosts - I've got a VPS with them with only v6, no point in paying for v4 if I don't need it. They point out that offering v4 as a separate line item

eduroam _can_ use mschapv2, but it's not mandatory. What's in the inner tunnel is up to the individual home institution and their clients.

Get the Ham radio out, see who's around. Get a better antenna and more powerful radio and see who's around further away. Though these days 5 watts as a bit of wire will get you a long way with some of the low bandwidth data modes.
