sorry, but from scratch (no apache, no mysql, no php) to running 2 php/mysql sites in different virtual hosts takes less than 10 minutes on a modern ubuntu box (and probably most of the time will be spent configuring the site, not the serve

You have a good point, but we're not using the web today in the document oriented way of the early 90's. Sure, if someone will invent a way to use the semantic data in a way that could generate income or market value for the data owner/pub

I think this doesn't take economics into consideration. most companies aren't that interested in sharing their data in an anonymous way.
