The article wasn't really about C at all. The author was making a joke about how Haskell uses monads to remain pure. "cpp" is Haskell, "C" is the way IO monad is used.

If you are using functions you have to first construct the whole page and only then render it's html. If you are using macros you may start sending the html parts before the whole page is constructed. The latter approach is advantageous if
