I am confused. I thought "permissive change" referred to the ability of a device maker to avoid having to do a full fcc recertification when making changes to their device (hardware or firmware) that did not affect rf emissions

I would argue that the ad, as it is, proves her point well. Political ads tend to make claims/conclusions that tend to be believable or within the realm of possibility.

Not the OP but it's likely the question he is referring to happened at the consulate not at the port of entry. Buying a ticket without a visa (as I did once) was pretentious and therefore my visa was denied
