You're misreading the claim. It's not that they have not given any approvals, it's that those reactors did not go on to reach operating status. That means these are more likely to be business problems, not regulator problems.

There's no reason why a 911 call should not become the top priority of the operating system when triggered by user interaction. Failover through all available radios. The OS should not take no for an answer when trying to get out a 911
