well a decent hosting provider such as hetzner provide that service to all their customers. https://www.hetzner.com/unternehmen/ddos-schutz Being using them for many years, way better and cheaper than AWS.

yeah low level is relative. Assembly would be the place to manipulate hardware, but then developer need to have knowledge of the chip design, etc. Depending on what you want to do. One can also go a level lower with machine code, or physics
