That's interesting - have you tried contacting support? I don't think this is supposed to happen. You might also have better luck using the region-specific S3 endpoint rather than the global domain name.

You're right, I encountered this issue as well a few years ago. However, this has changed recently. S3 now offers strong consistency https://aws.amazon.com/s3/consistency/

How about returning large API results as NDJSON (newline-delimited JSON)? Modern browsers can read the response of a network request in a streaming fashion See e.g. https://canjs.com/doc/can-ndjson-stream.html

Once the initial S3 PUT request succeeds, the object is guaranteed to be available immediately AFAIK.

I totally agree. CloudFront is maddeningly anemic, with hacks required to do the most basic things. Nginx/Varnish configuration is bad but CloudFront is worse. I wonder how much better competitors like Cloudflare and Fastly are.
