No, free software is different than "does not cost money". You can pay for free software. For example the OS of my TV (not a smart TV but still) is free and opensource, yet I paid for it when I bought my TV.

You can use Q-Learning which is simple enough to have an AI that "learns". IANAPGD (I Am Not A Professional Game Dev), I haven't seen this as a gameplay mechanic either.
