You do not want to host someone else's code. Webhooks are great because they simply require an endpoint. If you host someone else's code, you also need to host their 3rd-party API keys, etc. You'll also have to combat spammer

A more scalable system is already in place. Some cities have loitering planes 24/7 that are taking pictures every N seconds. They can go to the crime scene and trace the path of the criminals in the past, or follow them in ~real time.
