Good luck trying to make an electric car last 200+ miles at F1 race speeds. The technology for an electric F1 car just isn't there. Formula E is making advances in that regard but it's just nowhere near the level of F1 ATM.

The problem with the Kardashev scale is that it ties the advancement of a civilization with its energy consumption. In order to qualify as a Type III civilization, you pretty much need to harvest ALL of the energy in a galaxy.
