The problem I mostly see with non programmers is that they don't really grasp the concept of a consistent system. A lot of people want X, but they also want Y, while clearly X and Y cannot coexist in the same system.

Maybe it's a US specific thing? I do a lot of hiring, and here in Europe it's quite challenging to find good developers. Once we do, we try to keep them. So at least for us, developers still have a lot of bargaining power.
