Many people in Russia know how to root their android phone or has a relative\friend who knows. Also this will mostly affect relatively poor people who will just carry on with their factory jobs or whatever. They will just use landline.

Depends on where people live, how much do they make etc. The general sentiment in this country for the past few decades is "it's not for me to decide". Many people do agree however that while this kind of solution is not real

For most people the said security is not a big issue. Esp. in countries where police can come for you and make you talk by any means. E2EE won't help you if they want you.

What does UX\UI has to do with E2EE? Sure, Telegram team used more human resources elsewhere while WA and Signal where doing their E2EE magic, but once they where done - what stopped them from investing into everything else?

Work from home. Office may be an okay option but only if it is not an open space and if don't have to spend more than 1 hour commuting both ends (which is almost impossible here in Moscow).
