We recently described this to a parent of one of our students as: Understanding -> Remembering -> Applying If you don't understand the basics of a concept, and you're talking about memory, its probably just rote memorization

Absolutely, especially in real world application. If you don't have the ability to pull on fundamental ideas anywhere, anytime, then have you really mastered the learning material?
