It is not. Look at the list on the left side menu. It gives recommendations and detailed descriptions for each tunable parameter in postgres.

Note that the cost is split with your employer. So the maximum you will have to pay is €365/month I think. Less if you income is not high.

I'd say the real value of the 'application-like' capabilities of Postgres is for analytics and offline tasks where there may not even be an application to 'eat'. This article is a great example, anyone can get this
