Most of that is documentation (PDF files) and fonts (often in multiple formats for the same font). I skip the documentation and read them online on texdoc.net, and it trimmed down my installation size to 2.9GB (2.1GB of which are fonts).

Text rendering and layout is hard. There are few open source Freetype competitors, but they are all lacking compared to it. Same for HarfBuzz, though the alternative I know of are either dormant or abandoned.

Mapping between different orthographies is not usually that obvious though, unless they are designed to have one to one mapping, it can be tricky and lead to ambiguity or even cryptic gibberish.

Persian is written in the Arabic script. If you search for Persian it will give you Noto Arabic fonts.

Only fonts with “reserved name” clause have such restriction, and then you are only required to rename the modified font.

The fonts are mostly built by Monotype, with the exception of CJK fonts which are built by Adobe, in the regular way of designing and building fonts.

There was ~70% saving between using variable fonts and regular instances. Compression is already applied to web fonts, and you can compress variable fonts as well, so it is not like they are mutually exclusive.
