It's naive to think this is a technical problem. Someone powerful at Starlink does not mind Russia using its tech. More than that, a lot of US allies, even NATO members, supply Russia with dual use tech even now and the White House can

Yes, it's mostly family-based. If you look at the distribution of the categories of the issued green cards, ~2/3 are through family. Employment based green cards are less than 15%.
