This is correct. Out of curiosity, have you required 4G while roaming? For maps, music and Uber 3G worked just fine for me in the UK and India.

Not if you can get on a family plan. T-Mobile has unlimited data for $40/line for 4 lines, if everyone uses at least 2 GB that makes more sense.
