What part isn’t working? For only using a CPU “pip install torch” works straight out of the box on any recent Python version regardless of how you manage your environment.

As opposed to currency being devalued by the latest scandal in the crypto space? Crypto prices swing wildly based on news, and news can be manipulated by a small number of actors. Just because the transactions are validated in a secure and

Maybe but you can say the same thing about learning almost anything new which is related to software. And since you have limited time and attention, $x making you a better engineer isn’t enough, it has to be better than the alternatives. Or

It looks circular because of term overloading. There is "the tidyverse" which is a collection of packages like dplyr and tidyr for data manipulation and ggplot2 for visualization. Then there's "the tidyverse package"

Are Python dependencies are problem for scripting given that you'll almost certainly use only the standard library? What can bash do for which you need a third-party library in Python?

I'm not questioning the fear at all. My point is that you should do the best you can with what you're given, and lifting up your arms and saying that you aren't going to learn anymore isn't doing the best you can.
