Why? I use panniers for my groceries, however, the grocery store won't allow me to just bring my bike inside, so instead I have to take the panniers off my bike and put them in a cart. Using my bike as the cart would make sense.

Cycling in Australia dropped by about 2% between 2011 and 2013. [1] The biggest issue with helmet laws though is that they significantly neuter bike share programs because people don't want to cary a helmet or use a shared helmet. [1]

If the only vehicles using the road are public transit vans, we can clearly reduce the size of roads and the infrastructure. The vastly reduced wear and tear on the roads would free up government money for investment in public transit.

You're posing a false choice between biking and public transit. Biking and public transit can be improved together since, when properly designed, biking to public transit is a very easy way to extend the effective "bikeable"
