Two pre-ARPANET prototypes were "oN-Line System" and Memex. Douglas Engelbart's "Mother of all Demos" still blows my mind every time I watch it. Douglas Engelbart was inspired by Vannevar Bush "Memex.

Democracy and Democratic governments are two different things. The USA is a democracy. China, North Korea, and the Democratic Republic of the Congo are Democratic governments.

I think you might be missing the bigger picture. You have a company that the "Ministry of State Security of the People's Republic of China" can easily hack to spy on American children and businesses. What could go wrong?
