Genuinely curious, are you pointing this out as a case of "very protected"? To me this seems absurdly low. Losing a dwelling is much more difficult than losing a job. It can be absolutely traumatic, and set people back financially

Just for fun I did the math. An 80 year lifespan is 700,800 hours. 0.01% of that is only 70 hours. I think most people have sex for more than 70 hours in the course of a life time! The point still stands though.
