This is basically correct, the theory of distributions can be presented in terms of linear functionals. A functional is a map that takes a function and returns a scalar. I'm not sure how to encode linearity in your type system though..

Any orthogonal polynomial family can be combined into a simple tensor product basis. So in your case you could try T_1(x), T_1(y), T_1(x)T_1(y), T_2(x), T_2(x)T_1(y), and so on.

I answered the GP based on my understanding of "closure" meaning different things for moment models vs turbulence. I think they're referring to energy partition scaling in saturated turbulence.
