I would argue that the technical limitations should be considered during the creation of the design doc. In my experience, writing design docs can help me simplify the implementation because I've through through a lot of the headaches

I agree that this could be a good middle ground. This causes the webhook to be a push notification with the eventId/cursor, that then causes the consumer to pull the actual data (along with other recent events if desired).
