Have you tried CircleCI? I've found it really straightforward to use in a lot of the same ways you mention, except for perhaps the docker support -- it uses docker images and you can of course have a docker image that supports docker,

Is it possible to even find small creators in a large category? For example I was looking up pubg videos the other day but it's just pages and pages of videos with 1m+ views. I was a bit curious to see what the lower-end creators were

I'm not sure, I guess it depends on the person. For me 10mg is enough to give me a pretty good buzz and be satisfied with watching anime for the night. 20-25mg and I'm time traveling. I wouldn't drive on either amount. 5mg

I'm not sure what you mean by that. As far as I'm aware the no law has been passed around this yet, the proposed law from the other day was a flat 3% tax on any revenue made in the EU (which includes Ireland and Luxembourg).
