It appears that the way this is working is that iTunes acccounts are being sold in vietnam or china, these devs are purchasing these accounts and buying a bunch of their apps. So the devs don't seem to be the hackers.

Apple is on the case, if you read the follow-up. Also, the last time something like this happened, Apple was very pro-active, fixed the issue really quickly. I think the problem was really just that Apple didn't know about it.
