Such terse languages have a long history -- going back all the way to APL. Current environments, like K and J, continue the legacy but their syntax only includes glyphs from the ASCII character set as opposed to APL's specialized keyboard.

In the cases of some public servants, like police officers, that is not a direct parallel as they are not spending a lot of time in the office. Public servants performing their duty in public should be subject to the scrutiny of the public.
