I think this is an amazing idea. On the upside it could allow people to micro-target services. On the down-side it will allow people to micro-target without peoples permission. Like anything this is a tool, that can either be used for good

This might work in StarFleet, but the problem is that if you promise a manager something repeatedly, by overestimating, they will start to assume you are padding your results. Having worked on scrum teams before, I find its a good structure
