It seems like this is also overlapping with Craigslist then? If you want to advertise anything based on location, Craiglist is free and widely used. If you can really provide something uniquely useful to bring members then people will come.

I would have to agree with DanBC. Additionally, I am slightly confused as to how the idea/solution you've presented is different than from a military watch that has the numbers (often including the military / 24 hour time) as hour markers.
