I was thinking of C++. C is very simple to make reusable libraries for - C++ is a nightmare. Even 10years after we pretty much agreed what langauge features we could use it's still a pain to reuse any significant sized library.

Generally the contract writer (ie. employer) gets to pick where the contract is tested. In this case MSFT is in Washington.

Simple - one of the developers does it. The nice thing about cutting IT is that you save lots of money because all the time that your developers spend configuring new printers for secretaries, reinstalling windows on the bosses virus laden
