Some people (i.e. myself) don't want the added work that independence demands. I like the traditional setup. Some stuff is abstracted away nicely (benefits, office space, working hours).

I just had this discussion at work... I think that it is implicit in this context that a minimum amount of technical ability be met. Otherwise we'd just be hiring "nice people". Obviously we don't do that.

Yesterday, I was thinking that having the minimal amount of laws should be a goal, so we (the public) should continually audit down all active laws. Like removing dead code. We don't need the "citizens cannot keep goats on Tuesday
