hell no. if they sold a title to you, that you own now, they must provide a way for the title to be playable as-is, without shoveling a ton of ads down our throats. if the title is single player, it must be playable offline, if the title is

sadly it did, the 3.1 version was the last one that I remember as still not bloated, 4.x was already bad. But up until that, 1.x, 2.x, ..., they were great.

SublimeText, Notepad++, CudaText and LiteXL have acceptable performance, memory footprint and responsiveness for my taste (but this is certainly not a benchmark, just another subjective viewpoint :) )

I think it's very subjective what is considered performant. I for one don't think about VSCode as a performant app, for me it is a resource hog, not at all that responsive app, there's always a slight delay / lag in inpu

So is there a light, Windows 9x-like (so really really fast and responsive) shell for Windows 10? I cannot believe how unresponsive Windows 10 is, the menus, windows, all opening with so huge delays, it's a disgrace.
