You can do it with cloud VM's , but the problem is the startup time for a windows VM. The best i know of is ~400 seconds[1]. On the other hand, desktone(acquired by VMware) claims it can boot in 60 seconds[2], which might work for this

Somehow that doesn't work this way. In israel monopolies and price gouging of food is pretty common(not 100X, but maybe 2x), and i haven't seen no violent acts.

One interesting part of the story is amazon having a sub $300 console that competes directly with Sony and Microsoft. My guess about that that it would be: (a) a console financed by ads or amazon product sales on the tv (b)A weaker console
