Nobody does contact tracing for flu, let alone common cold (which is caused by a bunch of different viruses) Also, common cold mortality is extremely low.

The flu vaccine (and others) kills more than 1 in a billion yet we still use it. And it would not be free, you still need to collect this strain, replicate it at massive scale and then distribute it.

There's nothing local specific in PPE. Everybody needs the same things.

Not if they were tested with PCR. PCR can have false negative, but false positive is extremely unlikely.
