Per the article, this is really an increase in number of applications per student rather than any other change. There hasn't been a net reduction in the number of students accepted somewhere .

It's a civil suit, not a criminal suit. It's a negotiated settlement or a judge-imposed settlement. But there's no law that was broken here with a mandated penalty.
