Imo flip these "punishment" jobs into "reward" jobs. As it is, we give the jobs no one wants to people who don't have any other options - or are struggling to exercise their options. We use them as boogeyman for kid

Yep, exactly. I work for USPS now, and it's great to make enough money outside a managerial role to not have to worry about promotions. The vast majority of clerks, carriers, and drivers have no interest in management.
