There will always be a percentage of homeless that are as you say, usually because of mental illness. To say "most" of them fall into that category is a huge assumption to make without data to back it up.

Because employers often have more power than employees in that negotiation. they'll pay as little as possible/legal, with working conditions skirting what's allowed by law. On top of that, taxpayers will have to foot the bill

I mean couldn't you just solve all this by tying a ticket purchase to a name, and make them non-transferable? Can't sell a ticket if the buyer will have to provide your ID.

I would say building out a comprehensive subway/commuter rail network will make a much bigger difference. Being able to park your car at the nearest suburban station's parking garage and taking the train from there will make it so
