I’m pretty sure they actually can actually. On an iPhone with a “ask for no tracking” configuration (no IDFA), I’d wager it’s probably even easier on the web than it is in an app.

Natively I don’t think so. macOS thinks in terms of apps, not windows. Personally I prefer that way but I understand how it can be annoying. There’s AltTab to fix that (freemium but open-source).
